Santa Maria Mayor Updates Community Services Allocation Policy for Expanded Local Programs

The Santa Maria mayor signed an update to the Community Services Allocation Policy on July 8 that redirects existing administrative funds into direct social services. The change applies to all city-supported programs operating in the 2026-2027 fiscal year and affects residents who use food pantries, youth after-school sites and senior day centers.

City budget papers released last month showed administrative overhead consuming 28 percent of the community services line item. The new allocation policy caps that share at 19 percent and requires the difference to move into program delivery. Local government staff completed the review after the council approved the fiscal framework in June.

Changes for Santa Maria households

Residents who visit the Northside Community Center will see the food pantry open four additional evenings each month starting in August. The South End Senior Center will add two weekly counseling sessions for caregivers, funded by the reallocated amount. Families enrolled in after-school programs at the Central Library branch gain access to 120 new slots because staff positions previously listed under overhead are now counted as direct service.

The city clerk’s office document lists the precise transfer as $1.8 million drawn from the current $6.4 million community services appropriation. That figure appears in the July 7 policy memo posted on the municipal website and does not require new taxes or fees.

Next steps in implementation

City staff must submit quarterly reports to the council finance committee beginning October 1. Non-profit partners that receive city grants will sign revised contracts by the end of July that specify the new service targets.
